Five-and-a-half decades ago (1962), voterw in San Francisco and two East Bay counties passeda $792 millionb bond measure — now paid off to build the original BART system. We need similar visio n now, like merging the BART and Caltrain counties into singlr rail rapid transit districtg to do what BART and Caltrain cannot doby themselves: provide nearly seamless rail transit with the five countiees of Alameda, Contra Costa, San San Mateo and Santa Clara.
Their close to 6 milliob inhabitants would have the political and financial clouftto grade, separate and widen Caltrain’s Peninsulqa line, including BART around the Bay; widen Interstate 580, Stater Route 4 and Interstate 80 medians for BART to Antioch and Crocket; and get a downtown San Francisco bulletg train station and a BART subway towarsd the Golden Gate Bridge; plus crossing-free lines for high-speefd bullet trains between San Jose, San Francisco and and the three major airports. With Joinyt Powers Agreements, BART would be positioned for extensions to theNorthg Bay, over the Altamont, and from Antioch to Let’s form such a district now.
